OVERVIEW

The State of California requires nurses employed by public schools to hold a credential authorizing services as a school nurse. The credential, issued by the California Commission on Teacher Credentialing (CTC), is awarded following completion of a single approved program of study, or, a combination of specific prior and current coursework. The student may pursue the credential as part of a M.S. degree in Nursing or as a post-Master’s program. M.S. students may apply for the credential before completing the M.S. degree. The school nurse curricula, SACRAMENTO STATE UNIVERSITY, are CTC-approved programs for both the credential and the STAH (Special Teaching Authorization in Health).

COURSE FREQUENCY AND DELIVERY

Course Frequency

All nursing courses during the Fall and Spring semesters are offered evenings or weekends. During the Summer, courses are on-campus days, evenings, or weekends or offered in concentrated blocks i.e. a few days, or three or six week sessions. The Division of Nursing has no control over the scheduling of courses offered though other academic departments or on other campuses. Some courses are offered every year, Fall, Spring, or Summer, others every other year.

Course Delivery

In addition to traditional classroom instruction, the Division of Nursing offers five of the six core courses for the M.S. in Nursing using distance technology: NURS 210A, NURS 211, NURS 212, NURS 268, NURS 214B and NURS 210B. Two of these, NURS 211 and NURS214B, are also required for the post-Master’s credential. The technologies used are: 

1.

Videostreaming: Students that live an hour’s drive from campus or more may access core courses via home computer. Technological specifications include an up-to-date computer and at least a 56K modem. This method allows for one-way audio and video communication. Students’ videostreaming are encouraged to interact with the live class via chat room in WebCT.

2.

Cable Television:. In addition to closed-circuit television, NURS 211 is also broadcast over two local Sacramento area cable television networks, ComCast TV and Charter television. 

3.

Videotaping: All broadcast courses are also videotaped. A copy of each week’s class is available on WebCT.

PROGRAM ADVISING

Nurses interested in the M.S. with the credential should attend the group advising sessions (consult the website for the advising schedule).  Individual advising appointments may be in person or by telephone. Call the Division of Nursing: (916) 278-6525 to schedule appointments with one or both coordinators. Please read all program written or web-based materials prior to advising. THERE IS NO ADVISING DURING THE SUMMER (@June 1-Aug. 24) NOR DURING SEMESTER BREAK (@Dec. 18-Jan. 25).

THE STAH: (Special Teaching Authorization in Health)
(9 semester units)

The STAH option is available to school nurses enrolled in the Sacramento State University School Nurse Credential Program who wish to position themselves to become faculty of record for health classes within public school districts. The STAH is not required for the credential and is available to Master’s and post-Master’s credential students. Requirements for the STAH at Sacramento State University are: completion of nine units of educational pedagogy including a supervised student (practice) teaching experience and passing of the CBEST (California Basic Educational Skills Test). Application for the STAH requires an Exit Interview.

EQUIVALENCY TO REQUIRED STAH COURSES

Equivalency to a STAH course or courses may be considered by current students enrolled in the credential/MS program and is determined by the School Nurse Program Coordinator. Decisions regarding equivalency are based on the content, age, and academic level of the courses. Nurses wishing to submit prior coursework for equivalency consideration to all or part of the STAH should provide the School Nurse Program Coordinator with catalog descriptions, course outlines, or other materials sufficient to make an equivalency determination. TRANSCRIPTS ARE INSUFFICIENT. An office appointment should be scheduled. Materials may be faxed prior to the appointment: School Nurse Coordinator, Sacramento State University Nursing. SCHOLARSHIPS, RESEARCH GRANTS, FINANCIAL AID

Scholarships for M.S. or post-Master’s credential students are available through local, state, or national school nursing organizations. Other scholarships and other forms of financial assistance are also available through the campus Financial Aid Office: (916) 278-6554. Support for thesis or project is available from small competitive research grants offered through the Division of Nursing, California School Nurses Organization, and the National Association of School Nurses. Finally, Zeta Eta, the Sacramento State University chapter of Sigma Theta Tau International, awards an annual small research grant for support of thesis or project.

EVALUATION OF PREVIOUS COURSEWORK  

Previous coursework may be evaluated for equivalency to credential or M.S. program courses. Decisions regarding the equivalency are based on the nature and content of the course, the age and level of the course, as well as residency and graduate requirements at Sacramento State University. Students wishing to submit prior courses for equivalency consideration to M.S. core or functional courses should contact the Graduate Coordinator.

Students wishing to submit prior coursework for equivalency consideration for the school nurse clinical emphasis area or credential-specific courses should contact the School Nurse Program Coordinator. The student should provide the Coordinator with catalog descriptions, course outlines, or other materials sufficient to make an equivalency determination. TRANSCRIPTS ARE INSUFFICIENT. An office or telephone appointment should be scheduled. Materials should be faxed prior to telephone appointments: School Nurse Program Coordinator, Division of Nursing, fax: (916) 278-6311. A one hour appointment will be needed if several courses are to be reviewed. If equivalency is granted, the academic units earned for the prior coursework will be credited toward meeting credential requirements.

CONCURRENT COURSEWORK ON OTHER CAMPUSES

Non-nursing credential-specific courses may be taken through campuses other than Sacramento State University but must be approved prior to enrollment unless the student has been given specific course suggestions by the School Nurse Program Coordinator during an advising session. Students should send a course description to the School Nurse Coordinator by mail, e-mail,  or fax. Approved courses taken on other campuses will be counted toward meeting credential requirements. Send no transcripts upon completion.

RESIDENCY REQUIREMENTS

 

Twenty one units of the M.S. program must be “in residence” i.e., taken through Sacramento State University. Ten units of the post-Master’s credential program must be in residence.

There are no residency requirements for the STAH only.

PROGRESSION THROUGH THE PROGRAM

Students are encouraged to seek advising as they progress through the program. Successful program completion for both the M.S. and the post-Master’s credential requires an overall grade point average of 3.0. Refer to current catalog for academic standards and to the current Class Schedule or on-line for add/drop/withdrawal policies. Transcripts from other campuses showing completed credential-specific program courses, should be retained by the student and NOT sent either to the Division of Nursing or to Graduate Center.

ENROLLMENT IN CLASSES, PROGRAM OF STUDY

Following admission to the university, students may enroll in classes (except N299, N295, N500, and practicum courses) by paying fees and following registration procedures. Students wishing to enroll in the above stated classes, must submit a request to enroll in these classes the semester prior to the semester of enrollment. Information regarding fee payment and registration procedures, as well as the days/times of courses, is available in the current Sacramento State University Class Schedule.

Enrollment in courses takes place through CASPER, electronic telephone registration. Contact the Office of Admissions and Records, Sacramento State University , 6000 J Street, Sacramento, CA. 95819-2694, (916) 278-3901 for questions not answered in the Class Schedule or seek on-line assistance. Students are advised to consider the fee structure when enrolling in classes: there are two fees, one for one through six units, and another for seven or more units. Concurrent (simultaneous) enrollment in a course or courses on another campus of the CSU while enrolled at Sacramento State University requires no “double payment” and adheres to the same fee structure.

Successful course management necessitates careful planning. Determine a program of study with the assistance of the School Nurse Coordinator.

PRELIMINARY CREDENTIAL APPLICATION

A Preliminary School Nurse Services credential is required for enrollment in the practicum course, NURS 293D. Students may choose either prior to course enrollment.

 

Preliminary Credential

The nursing credential has two stages, preliminary and professional. The Preliminary School Nurse Services Credential is the first stage. A Preliminary Credential is required for employment as a school nurse. The Preliminary Credential is valid for five years from date of issue at which time, all program coursework and two years of full time school nurse experience or its part time equivalent should be completed (see Professional Credential). Students, who, for good reason, have not completed either the coursework or the two year professional practice requirement, may apply for an extension of the Preliminary Credential (see Preliminary Credential Extension).

Eligibility criteria for the Preliminary Credential are:

1.        A current  California R.N. license, and,

2.        Baccalaureate degree or higher in nursing or a related field.

Documents needed to apply for the Preliminary School Nurse Services credential are:

1.        Certificate of Clearance application (state form 41-CIC) with completed fingerprint cards (if not submitted at an earlier time for another California credential);

2.        Official transcripts from all colleges, except from Sacramento State University, and one unofficial copy showing the (a) Baccalaureate degree. These are in addition to those submitted to the admissions office for acceptance to the University; a completed credential application form (state form 41-4) with two copies of the applicant’s R.N. license attached;

3.        The current fee.

Preliminary Credential Extension

Nurses whose credential is expiring and have not yet completed credential requirements may appeal to the CTC for an extension of the Preliminary Credential. An extension is typically granted for one year and more than one extension may be granted in certain circumstances. To file an appeal for an extension, a one-half hour telephone or in-person advising appointment should be scheduled with the School Nurse Program Coordinator through the Division Of Nursing Office: (916) 278-6525. Schedule the appointment far in advance of the expiration of the preliminary credential.

NO APPEALS ARE DONE DURING THE SUMMER OR DURING WINTER INTERCESSION.

CERTIFICATE OF CLEARANCE ONLY

Part of the preliminary credential application process is the Certificate of Clearance, a criminal intelligence investigation involving fingerprinting. The Certificate of Clearance has no expiration date but is valid for the practicum course only (NURS 293D) and does not authorize school nurse employment.

Eligibility criteria for the Certificate of Clearance are:

1.        A current  California R.N. license and

2.        A Baccalaureate degree or higher in nursing or a related field.

Documents needed to apply for the Certificate of Clearance are:

1.        Certificate of Clearance application (41-CIC) with completed fingerprint cards;

2.        two copies of your California R.N. license if you are not applying for a preliminary credential
(attach to 41-CIC form);

3.        the current fee. The fee for the Certificate of Clearance is credited toward the preliminary credential fee when the latter is applied for.

PROFESSIONAL CREDENTIAL APPLICATION

The Professional Credential is the second stage credential for nursing. The Professional Credential is awarded following completion of program coursework and two years full time school nurse experience or its equivalent in part-time practice. In calculating the time toward the two year requirement, the nurse may consider four hours per day as equivalent to one full work day per the California Education Code. The two years of school nurse experience must be logged while holding a California Preliminary School Nurse Services Credential and regrettably, prior experience in another state may not be credited.

EXIT INTERVIEW

Application for both the Professional School Nurse Services Credential and the STAH require an Exit Interview with the School Nurse Coordinator. The Professional Credential Exit Interview should be an in-person appointment unless the candidate lives a considerable distance from Sacramento.

Appointments for Exit Interviews are scheduled through the Division of Nursing office: (916) 278-6525. When scheduling, request information detailing preparation for the Exit Interview.

PROFESSIONAL CREDENTIAL EXIT INTERVIEW

Professional Credential Exit Interviews should be scheduled well in advance of the expiration of the preliminary credential as processing may take several weeks. One hour will be needed for the Exit Interview. If both the Professional credential and the STAH are to be applied for at the same time, schedule one-and one half hours for both. Only one fee is necessary if the two are applied for simultaneously.

PREPERATION FOR THE EXIT INTERVIEW FOR PROFESSIONAL CREDENTIAL

Prior to the expiration of the preliminary credential and following completion of coursework and two years full time school nurse experience or its equivalent in part time school nurse practice, the student should schedule an Exit Interview with the School Nurse Program Coordinator to finalize the credential. Exit interviews are done in person through office appointments but may be conducted by telephone for persons living considerable distances from Sacramento. Schedule a one hour interview for an office interview or telephone appointment. Exit interviews should be scheduled far in advance of the expiration of the preliminary credential as processing and paperwork may require several months.

Additionally, no Exit interviews are conducted during the summer or during semester break. The following information will be solicited during the Exit interview:

  1. The student's R.N. license number and date of expiration;
  2. The date of expiration of the preliminary credential;
  3. The titles, course numbers, unit values, academic terms, and names of the institutions for all courses taken or credited toward the credential; and
  4. An oral critique of credential specific courses, particularly those taken outside the nursing academic unit or on other campuses

Transcripts are not required for the Exit Interview but will be required when applying for the Professional Credential (except for Sacramento State University transcripts, which are not required). Following the Exit interview, the student makes application for the Professional Nursing (School Nurse Services) credential. The School Nurse Coordinator will provide instructions and forms.
